Europe experienced widespread relief on Monday, as the tension triggered by the presentation of a new 28-point plan for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are waged: hopeful statements are delivered from various governments. Immense energy is devoted on managing certain initiatives. By night, the Kremlin clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity enabled by current data. From witness perspectives, military aircraft that had been deployed to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by Western partners.
Moments later, Kyiv's missile defense thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through Western nations. Every firing jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to grim resignation: maybe the approaching threat won't cause damage this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its target.
Periodically, this carried on until dawn. Kyiv faced the early updates: multiple fatalities, damage and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those full day illustrated Ukraine's critical military reliance on Western support – a need that European nations are evidently unprepared to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from Washington unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.
Tactical Assessments
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. Washington functions according to a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to relinquish the territory that it already controls in Ukraine's south or east.
The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from believing that the situation will not change more in its favour in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but preventing a entire defensive failure until conditions improve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are becoming relevant: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unworkable, so that their focus does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are influencing discussions.
Assessment and Future
It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, current information leaks, all achieved their purpose.
While new proposals based on old ideas are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
